West Coast Coal Ports Decision Could Rest on China’s 10% Rise in Emissions

Forces on both sides of the proposed bulk coal ports around Puget Sound are replaying a battle from the 1970s. The deciding factor then was a powerful Senator. This time, as improbable as it seems, it might be CO2 emissions from China.

Forty years ago, the issue was supertanker oil ports.

In 1977, plans to build an oil port at Cherry Hill Washington – the same site of one of the currently proposed coal ports - pitted well-financed backers against ardent environmentalists. Championed by Senator Warren Magnuson of Washington State, the Coastal Zone Management Act required states to adopt coastal management programs. In 1976, Washington State was the first to do so. Then governor Dan Evans led the program to ban oil port development under the terms of the Federal program. Evans and his supporters had a powerful incentive, as described vividly in Washington’s Historylink website:

“Evans, Magnuson, and many environmentalists feared the potentially catastrophic consequences of allowing supertanker traffic in the narrow, treacherous, fog-bound approaches to the northern sound through the San Juan Islands.”

In 1977, Governor Evans stepped down and a new Washington governor, Dixie Lee Ray, made creating jobs her platform and overturning the oil port ban her top priority.  Unions looking for jobs supported her. Oil and oil service companies funded her. Administrative procedures ensured her bill would succeed. But on the day of the first hearing, Senator Magnuson succeeded in preempting Ray’s bill, pushing through in only 24 hours legislation prohibiting the federal government from expanding Puget Sound ports. Then President Jimmy Carter signed the bill too. Bulk oil ports in Puget Sound were explicitly and permanently defeated.

A former aide to Senator Magnuson told me the reasons he thought Magnuson’s legislation passed so easily. First, Magnuson had been Chair of the powerful Senate Committee on Commerce for twenty-five years and his pet projects were given special consideration. But it was the image Magnuson created that sold the program: a mythical, pristine Puget Sound destroyed by a spill from a super-tanker. The former aide asked, what was the coal movement using as its image of destruction?

The problem now is that unlike oil, coal offers no similarly catastrophic visions. The first large oil spill happened as far back as World War II, when German U-Boats attacked tankers off the East Coast of the US, spilling 590,000 gallons and have continued unabated ever since. People were familiar with the impact of an oil spill, even back in 1977.

Among all the arguments against coal ports — coal dust, the danger of heavy coal trains derailing, traffic congestion, the harm to local business, and climate change from Asia burning thermal coal — are no one has envisioned a coal tanker spilling its cargo.

We have come close.  In 2010, Chinese-owned bulk coal carrier Shen Neng 1 rammed into Australia’s Great Barrier Reef, another ecological treasure, tearing open a fuel tank. The Shen Neng pilot, suffering from fatigue, turned into the reef rather than going around it. Media attention focused on the oil used to power tankers, which is full of dangerous contaminants and very gooey, hard to clean up. The tanker carried over about 900 tons of fuel on board, but only 3-4 tons were lost.

Spilled coal was beside the point.

With no sense of “potentially catastrophic consequences” from a Puget Sound contaminated by coal, where are coal terminal opponents to turn? A study released this week by the Global Carbon Project may provide the answer: heat trapping pollution was up 3% last year, with the overwhelming majority of the increase from China, whose emissions were up 10% to 10 billion tons. China’s emissions now exceed the US by 70%.

China is intended to be the primary market for the cheap Powder Basin coal that would be shipped from Cherry Hill and potentially other Pacific ports as well. This coal as you’ve no doubt heard is so toxic that it’s banned in the U.S.

Clearly, it would be madness to send toxic coal to China. With all the lip-speak about climate change, coal ports are a real opportunity for the Pacific Northwest and the U.S. to take leadership on the issue. This goes right up to President Obama, whose electoral tipping point might have come with NYC Mayor Michael Bloomberg’s endorsing him as the Climate Change Leader. The timing couldn’t be better, for Obama, for the Climate Change Movement, and for the earth itself.

GM Leads in Energy Reduction Challenge, Saves $90 Million

DETROIT, Dec. 5, 2012 /3BL Media/ – General Motors now has 54 facilities meeting a voluntary energy reduction challenge set by the U.S. Environmental Protection Agency – more than any company worldwide. GM saves $90 million in energy costs as a result.

To meet the ENERGY STAR® Challenge for Industry, U.S. EPA standards require facilities to reduce energy intensity by 10 percent within five years. GM’s 54 facilities cut energy intensity by an average of 26 percent within just two to three years.

The resulting CO2 equivalent reduction of 1,256,000 metric tons is equal to the electricity needed to power more than 142,069 homes annually or provide electricity to a city about the size of New Orleans for one year.

New to the list are 22 GM International Operations sites, as well as two facilities in North America. These join the 30 GM plants that met the Challenge last year.

To achieve the Challenge, GM employed tactics such as benchmarking energy use, upgrading to energy-efficient lighting, improving control of ventilation systems and automating the shut-down process of equipment that previously was shut down manually as well as process energy reductions.

“Energy efficiency reduces our emissions and improves our bottom line, so we are driven to make improvements wherever we can,” said Mike Robinson, GM vice president of sustainability and global regulatory affairs. “The EPA was right to recognize our global employees who work diligently to come up with new energy-saving ideas and implement efficiency measures every day. Their commitment is helping leave a smaller carbon footprint.”

GM’s commitment to energy efficiency is ongoing.

In 2012, the agency named GM one of its ENERGY STAR® Partners of the Year for energy management and the Lansing Customer Care and Aftersales parts distribution center earned ENERGY STAR® building certification for performing in the top 25th percentile of similar facilities nationwide.  Additionally, the GM Lansing Delta Township plant, which earned ENERGY STAR® plant certification for superior energy efficiency last year, has retained its certification for 2012.

Canada Underwrites a $6 Billion Loan for Hydroelectric Power In the Maritimes, and More Wind Power Goes On Line in Indiana - Energy Minute for December 6, 2012

The federal government of Canada is providing a loan guarantee of $6 billion for hydroelectric projects in Labrador, which will cut the cost of that power to residents of Newfoundland and Labrador, and Nova Scotia. The pledge will help underwrite lower funding costs of developing the $7 billion dollar facility, a joint venture of Nalcor Energy and Emera Inc. When in operation by mid-2017, the 824-megawatt plant will generate 4.9 million mega-watt hours annually.

Construction has started on the Wildcat Wind Farm, a 125-turbine, 2,000-megawatt project in Indiana. When operating, 100 megawatts per year will be sold to Indiana Michigan Power for distribution. The project will produce enough energy to power 60,000 American homes for a year. Indiana has a wind resource of 140,000 megawatts, the 15th largest in the country, according to the American Wind Energy Association. The state currently has 11 installed wind projects, with 800 turbines that general 1,300 megawatts.

And Unilever bought Pfizer’s infant-nutrition business and announced a joint venture with Hutchison China Meditech to launch nutritional products based on Chinese medicine.

The global market for vitamins and minerals was worth $84 billion in 2011, and has grown by 12 percent in the past five years. It is the largest and fastest-growing subset of an overall global consumer health care market worth $200 billion. The fastest-growing categories of new products include vitamins B and D, calcium, fish oils, and "probiotics" (nutritional bacteria).

Creating a Cervical Cancer-free World for Women and Girls

The global toll of cancer will continue to rise if where we live determines whether we live. Unfortunately, this is the reality for many people – especially women and girls – around the world. In the western world, the cervical cancer threat has been dramatically reduced thanks to widely available screening tests and vaccines. In developing countries, however, it is still a leading killer of women, often affecting many women in the prime of their lives – women who support families and are key economic contributors in their countries.

At the GAVI (Global Alliance for Vaccines and Immunizations) Alliance Partners Forum currently under way in Dar es Salaam, Tanzania, GAVI has just announced a new commitment  to curb the threat of this disease. With GAVI’s support, by 2020, more than 30 million girls in developing countries could have the opportunity to be immunized against the human papillomavirus (HPV), the leading cause of cervical cancer.


This project has the potential to save hundreds of thousands of lives each year. The new Cervical Cancer Action Report Card, released December 6 at the GAVI conference, states that if current trends continue, by 2030, cervical cancer is expected to kill more than 474,000 women per year. More than 85 percent of these deaths are expected to be in low- and middle-income countries. In sub-Saharan Africa alone, cervical cancer rates are expected to double. In fact, in Tanzania and other parts of eastern Africa, cervical cancer was the most frequently diagnosed cancer and the leading cause of cancer death, according to the American Cancer Society's Global Cancer Facts & Figures (2nd Edition, 2011).

Student Conservation Association Volunteers to Restore New Jersey State Parks Damaged By Superstorm Sandy

SCA alum Jarred Shaw leads crew of specialists to Cheesequake and other New Jersey State Parks to help clear thousands of downed trees and limbs

CHEESEQUAKE STATE PARK, N.J, December 6, 2012 /3BL Media/ - Like many residents of Matawan, NJ, Jarred Shaw often hikes the trails of Cheesequake State Park.  But unlike most other users, Shaw built some of those trails as a volunteer leader with the Student Conservation Association.  And now, in the wake of Superstorm Sandy, Shaw is leading a crew of SCA specialists to Cheesequake and other New Jersey State Parks to help clear thousands of downed trees and limbs.

For over a month, virtually every trail in Cheesequake as well as Allaire, Hacklebarney, Round Valley and Voorhees State Parks and Stokes State Forest has been closed by an impassable tangle of timber beyond the capacity of park staffs to manage on their own.  SCA, a national youth conservation organization whose high school-aged volunteers support New Jersey state parks each summer, has dispatched a response team of Shaw and four others with advanced chainsaw certifications to spend the next two weeks going from park to park, cutting and removing the most troublesome trees.

“This natural disaster caused a lot of hurt throughout our region, but the irony is that nature can help us heal from this tragedy.  That’s why we need to make these trails accessible again as soon as possible.”  Shaw indicates experienced outdoor staff from SCA’s Washington, D.C. headquarters and national training center in Charlestown, NH, as well as SCA alumni from the Jersey area, will periodically augment the chainsaw crew between now and December 19th

The NJ Department of Environmental Protection Division of Parks & Forestry is coordinating this effort with SCA and values the partnership, which is bringing additional skill and commitment to restoring New Jersey’s state parks and forests after the devastating storm.

The Student Conservation Association is dedicated to building the next generation of conservation leaders by providing 15-25 year olds with hands-on service and job training opportunities in all 50 states, from urban communities to national parks and forests.  Last summer, dozens of high school students from Newark, and elsewhere constructed new trails and maintained existing routes in Allaire, Cheesequake, Round Valley and Voorhees State Parks.  Shaw led the crew at Cheesequake, one of 10 SCA teams he’s supervised to date.

“This hits home for me, no doubt about it, and we’re here to do as much as we can,” says Shaw, a soft-spoken Rutgers graduate whose 5’4” frame belies a steely strength and determination.  “As far as the damages goes, we may not get these parks entirely out of the woods.  But we’ll certainly make sure that people can get back into the woods.”

We’ve been on the road extensively and have met with executives from across North America, Latin America, Asia, and Europe over this past year. Consistent with the findings in our 2012 State of Corporate Citizenship research report that will arrive in members’ inboxes this month, we continue to see evidence that business leaders recognize that corporate citizenship delivers real business results. This fifth biennial survey of the attitudes and commitments of business executives toward corporate citizenship will be available to members in print and via our website as well as in an executive summary PowerPoint presentation. Highlights of the report will be available to non-members in a PowerPoint presentation on our website.

Data from our next piece of signature research, Profile of the Professionals, is currently being analyzed. Initial findings from this biennial survey on the responsibilities, backgrounds and compensation of corporate citizenship professionals will be available in a February webinar with publication of a report planned for the spring. Preliminary findings from the survey include:

  • A higher percentage of corporate citizenship professionals have advanced degrees and more years of corporate citizenship experience than in prior surveys.
  • Survey respondents report their companies sought talent mostly internally to fill corporate citizenship positions across all job levels, ranging from coordinator to vice president and above.

While spring may seem a long way off, it’s front of mind at the Center as we prepare for the 2013 International Corporate Citizenship Conference here in Boston, April 21-23. Next year’s conference promises to again be a dynamic convening of corporate citizenship professionals sharing knowledge and perspectives on their common challenges.

We expect more than 600 business leaders to take advantage of the tremendous networking opportunity the conference offers, joining professionals from a variety of business functions, including corporate citizenship, community relations, sustainability, communications, external affairs, and human resources.

Work is well under way on crafting breakout sessions to provide insights, proven success stories, and practical takeaways from leading companies. Military Heroes Month: SWA Family United Overseas

I just got home this month from another deployment to Southwest Asia in support of Operation Enduring Freedom. Every year and a half, National Guardsmen who operate the C-130—a military transport aircraft—deploy. My deployment this year was staffed with members of the Kentucky, Missouri, and Wyoming Air National Guard units. On this deployment we flew in Iraq, Afghanistan, Pakistan, Kuwait, Saudi Arabia, Yemen, Libya, Egypt, United Arab Emirates, Jordan, Israel, and many more places.

Being away from home and surrounded by a society that is so vastly different than what I am accustomed to as an American is challenging at the very least. Even if you’re on an American military base, the rules of the host nation can be challenging to understand and live by. Add in a case of the homesick blues, and deployment can be uncomfortable. This was one of the most trying things I was faced with during my last deployment. 
 
Then as if almost on cue, my Southwest Airlines Family stepped in and made my life in Asia a better place to be. I had never met these Coworkers before the deployment, but that didn’t seem to matter. We already had plenty in common. We all had a FUN-Luving Attitude, and especially in this case, a large Servant’s Heart and Warrior Spirit. These guys quickly became like real Family, rather than just Southwest Family members that we unknowingly were. 
 
It soon became my daily routine at the base to start my mornings with coffee at “Ratigan Crew Coffee Bar” with Chris and his crew members. We would try new coffees (Cat Poo Coffee was a show stopper), catch up on celebrity gossip, razz each other, discuss the significance of the pink reflective belt, and just enjoy each other’s company. After coffee I’d head to Tosh’s room to see who was winning big at the ongoing poker game that was held in his room, and get the details of the football game (usually Broncos) he’d stayed up all night to watch. As I continued, I’d run into Joel either at work or in the laundry room. No matter which, we’d spend some time catching up. 

These guys quickly became my friends and confidants; we worked hard together. The days were long and the missions could be very challenging. And during our down time, it was enough to just have them by my side. I’m thankful to have served with these guys and that I’m able to call them my friends. I look forward to working with them again in the future, both in the military and especially here at Southwest. 

My hope as this year comes to a close is that everyone has a safe and wonderful holiday. I am thankful for each and every one of our Military members who are not home this holiday season in order to serve all of us who are. I am thankful to be a Southwest employee, where I have the opportunity to work with wonderful people like Chris, Tosh, and Joel. And most importantly, I am thankful for the entire Southwest Family. 

Patriotism runs deep at Southwest Airlines, and we are proud of all those who serve, especially the nearly 5,800 Active Duty, Reservists, and Veterans who are part of the Southwest Family. In celebration of Military Heroes Month in November, you’ll hear about and read blogs about service, how we honor the military, the sacrifice these heroes make, and how we celebrate the brave who fight for our Freedoms. 15th Allstate-National Journal Heartland Monitor Poll Shows Americans Are Focused on Solutions, with Renewed Belief in the Importance of Long-Term Investments

But in contrast to Washington’s near exclusive focus on the budgetary standoff, the public expresses nearly equal concern about an array of other economic challenges, including the availability of jobs, Medicare and Social Security; quality of education; and rising costs of college and health care.

The 15th quarterly Allstate-National Journal Heartland Monitor Poll explores the public’s economic priorities and concerns in the election’s aftermath and their attitudes toward competing approaches to address these problems. The survey also finds that Americans are more positive about the direction of the country than they have been in quite some time; however, they remain skeptical of Washington’s ability to effectively work together and address the nation’s current challenges.

For the fourth Heartland Monitor poll in a row, the “Right Direction” metric increased and it is now at its highest level since the series’ first poll in April 2009 (41% believe the country is heading in the right direction, compared to 50% who believe it’s on the wrong track). However, Americans are less optimistic about their personal financial situation, led largely by Republicans who are likely unhappy about the election result.

Looking ahead to the next four years, Americans expect both sides to make compromises to get more done, though they are not sold on the reality of this happening.  Less than half (43%) of respondents think it’s likely that, over the next four years, the President and Congress will work together more than they did in the previous four, and there’s considerable doubt about the budget situation improving.

"Fully aware of the challenges ahead, Americans want their leaders to compromise on a range of issues from the deficit and stabilizing Social Security to creating jobs and improving education. Americans consider the budget deficit and national debt to be top priorities for elected officials in Washington, and we know from our research that more than half of Romney voters and nearly six-in-ten Obama voters support compromise across party lines to address our current challenges,” said Joan Walker, executive vice president of corporate relations for Allstate. “The country wants the leadership in Washington to move past the partisan gridlock and come together, even if it means bending or breaking some hardline stances.”

Americans say that the most important issue for policymakers should be addressing the debt and the budget deficit, but they balk at the idea of cutting the debt through a combination of tax increases and spending cuts. Ultimately, Americans want solutions to the country’s budget woes, but they are highly protective of entitlement programs and they endorse continued public investment in infrastructure.

These results speak to the significant challenges faced by policymakers as they address not only the immediate task of avoiding the fiscal cliff, but also a long “to do” list over the next two to four years. And despite the significant challenges facing the country, the poll once again finds enduring signs of optimism.

As from the beginning, the latest Heartland Monitor poll reveals that the strains of the Great Recession and its grueling aftermath have not cracked the public’s bedrock optimism that America can meet the complex political and economic challenges confronting it,” said Ronald Brownstein, editorial director of National Journal Group. “Exactly two-thirds of those polled say they believe the nation will eventually overcome these challenges—just as we’ve done with other major challenges throughout our history. Yet also like earlier surveys, this poll finds that optimism tempered by the fear that the hard times of recent years represent a new normal of diminished opportunity, particularly for young people, and widening insecurity.”

Key findings from the 15th Allstate-National Journal Heartland Monitor Poll (PDF) include:

  1. The highest priority on America’s to-do list is to address the budget deficit and national debt. However, Americans are also highly protective of Social Security and Medicare, another high priority issue that can be at odds with debt reduction efforts. 
  • A vast majority of Americans (83%) believes the budget deficit and national debt should be the top priorities for elected officials in Washington, followed by the status of Social Security and Medicare (82%) and the availability of good-paying jobs (79%).
  • Issues of lowest priority to Americans include the status of illegal immigrants (53%) and the state of the housing market (49%).
  • Consistent with previous Heartland Monitor polls, Americans are split roughly in thirds on the proper role of the federal government in the economy. 37% believe that government is not the solution, but the problem; 28% would like to see an active role for government in the economy but lack trust in their ability to do so effectively; 31% believe the government must play an active role in ensuring the economy works for “people like me.”
  • When considering the most pressing economic issue facing the United States today, jobs and unemployment top the list with 30%, followed by spending (19%) and the deficit (15%) and wages not keeping up with prices (11%). 9% chose the “fiscal cliff” as the most pressing issue. Just 6% chose taxes as the most pressing issue.
  • 51% of Democrats are concerned about jobs or wages while 54% of Republicans worry more about spending or the deficit.
  1. While Americans are focused on near-term solutions to address the debt and deficit, a plurality of Americans (43%) believe investments in education, training, infrastructure, and research, would do the most to help the country improve in the long-term, even if it means continued deficits and tax increases.
  • In terms of longer-term efforts to improve the country, the top priority for Americans is a broad improvement in the education system to make it more affordable, accessible and relevant to today’s job market.
  • When it comes to protecting our country’s global competitiveness, Americans believe there should be renewed focus on improving early education in America, ensuring that more children learn fundamentals and graduate from high school.
  • Interestingly, when given the choice between two possible approaches for governing, 55% think that President Obama should take a visionary approach, focusing on long-term goals for the future. 40% believe he should focus on a practical approach to addressing our near-term challenges.
  • Republicans are alone in favoring a near-term practical approach (52%), while majorities of Independents (52%) and Democrats (65%) prefer a more long-term visionary approach.
  1. Americans are more positive about the direction of the country and about President Obama than they have been in quite some time. However, they’re still conflicted about the impact of Obama’s policies.
  • 41% believe the country is heading in the right direction, while 50% believe things are off on the wrong track. This is the highest right direction number since the first Heartland Monitor poll in April 2009.
  • Right Direction has now improved four surveys in a row, indicating that the positive swing may be about more than just post-election enthusiasm.
  • Democrats are the most optimistic, with 77% believing the country is headed in the right direction, up from 71% in December. Independents increased modestly from 26% to 32%, while Republicans only inched from 7% to 9%.
  • At 54%, President Obama’s job approval is up five points from September (49%) and at its high point since the second Heartland Monitor in July 2009 (56%).
  • However, the President is still a very polarizing figure. 93% of Democrats approve of the job he’s doing, while 87% of Republicans disapprove.  Independents are nearly evenly split (48%-46%).
  • A majority of whites (54%) disapprove of the job he’s doing, while African-Americans (84%) and Hispanics (78%) give him a strong endorsement.
  • Americans are in wide agreement on their dislike of Congress. 72% disapprove of the job Congress is doing, while only one-in-five (21%) approve. This is consistent across party lines.
  • When it comes to developing solutions to the country’s economic problems, the President has his biggest advantage over Republicans in Congress since September 2009. 48% trust President Obama, while 32% trust Republicans in Congress.
  1. Americans are generally optimistic about the direction of the economy and their personal finances.  However, looking ahead over the next four years, there are some doubts about whether the country’s fiscal challenges will improve. And, there is strong evidence to suggest that the Presidential election results have caused some to worry about their financial future.
  • 44% expect the economy to improve over the next 12 months, while 31% believe it will become worse and 22% expect it to stay about the same as it is.
  • There is undoubtedly a political aspect to this opinion. 75% of Democrats and 74% of Obama voters believe the economy will improve over the next year while 63% of Republicans and 66% of Romney voters think it will get worse.
  • Looking ahead to the end of Obama’s second term, by that point, 51% believe the country’s economy will improve and just 27% believe it will become worse.
  • Regarding their personal financial situation, Americans are the least confident they’ve been in more than a year.  This is notable because it contradicts the improving Right Direction sentiment and flies in the face of many positive economic indicators.
  • 39% believe their personal financial situation will improve over the next year, while 36% think it will stay the same and 22% think it will become worse. The 22% “worse” number is up from 13% in September and the highest we’ve measured since 23% in March 2011.
  • The increase in personal financial concern is being driven largely by Republicans. In September, 30% believed their finances would improve over the next year and 21% thought they would become worse. In this poll, just 15% think their finances will improve while 44% believe they will become worse. 
  1. Looking ahead to the next four years, Americans expect both sides to make compromises to get more done though they are not sold on the reality of this happening. Regardless of the actions of policymakers, they ultimately believe that the country’s problems can be overcome as Americans have always done in the past.
  • Regardless of who they supported in the recent election, Americans expect both parties in Washington to work together and make compromises to get more done, even if it means bending on some policies and preferences.
  • 59% of Obama voters think that he should compromise with Republicans in Congress as opposed to remaining firm in his views.
  • 54% of Romney voters want Republicans in Congress to compromise with President Obama and Congressional Democrats.
  • Less than half (43%) think it’s likely that over the next four years the President and Congress will work together more than they did in the previous four. 45% believe things will be about the same between the President and Congress and 10% think there will be less cooperation.
  • Still, considering the challenges facing the country, including the deficit and debt, the slow recovery, high unemployment and deep political divide, a strong majority of Americans believe the country will overcome these challenges as it has in the past with other problems.
  • 67% believe that “Americans will overcome these challenges in the foreseeable future, just like we’ve done with other major challenges throughout our history.”
  • 31% think that “Americans are facing a unique set of challenges that are so serious that we might not be able to overcome them.”
  • This belief in Americans’ ability to overcome challenges crosses party lines, with 54% of Republicans joining 62% of Independents and 85% of Democrats.

In the 2012 Sustainability Leadership Report from Brandlogic and CRD Analytics, AXA, Coca-Cola, Deustche Bank, EADS, General Electric and L’Oreal – companies that last year were not getting enough credit for their actual environmental, social and governance performance – have now earned reputations that match their relatively high sustainability achievements, according to a November 2012 Research Digest entry from CSR International.

The study analyses real versus perceived sustainability performance for 100 companies that collectively account for about 16 percent of gross world product. The study surveyed 2,400 investment professionals, purchasing and supply chain managers and graduating students from China, Germany, India, Japan, the UK and the US.

So here we are, one month before the start of a new calendar year, the convening of the 113th Congress, the second term inauguration of President Barack Obama -- and a month away from possibly careening over the dreaded "fiscal cliff" that everyone says our country must avoid going over.

As our editors penned this alert, political leaders from both sides of the aisle are doing what they do best (and worst): accusing their opponents of misleading the public and seeming not to be able to negotiate in good faith -- keeping the country's interest in mind, not their individual ideological or political positions being more important than the economic well-being of the United States of America.

Ultimately, someone in national leadership is going to have to "blink" or our country might indeed run out and over that fiscal cliff.

Despite what our elected officials may be saying in public, however, there is subtle agreement under the radar screen among the major political parties that they must avoid the US$1.2 trillion in automatic spending cuts scheduled to begin on January 2nd. That, some experts say, would tip the recovering U.S. economy back into recession.

The draconian spending reductions were adopted as part of the Budget Control Act of 2011 and are set to automatically take effect in 2013 -- if an alternative agreement is not reached. The reductions to take place over a ten-year period were designed to be distasteful to both major political parties:

Consider this: "The Office of Management and Budget (OMB) released calculations in September showing there would be a 9.4% cut to discretionary defense spending, such as overseas operations and weapon systems. Non-defense discretionary spending, which includes housing assistance and energy subsidies for low-income people, would drop by 8.2%.

"And non-defense mandatory spending, including the U.S. Forest Service and social services block grants, would be cut 7.6%. Certain low-income programs, such as Medicaid and food stamps, are shielded. If these cuts are enacted, it would hurt the economy, experts say.

"In fiscal 2013 alone, federal spending would fall an estimated US$65 billion, according to the Congressional Budget Office. This could shave off two-thirds of the expected economic growth for the year and boost the unemployment rate by as much as 1.5 percentage points, according to Steve Fuller, director of the Center for Regional Analysis at George Mason University."(Source for complete story: CNN Money)
